Your company is investing in a new factory in Germany. The production line has a demanding ramp up target, equipment is arriving from several countries, and specialist teams are preparing installation and commissioning. The commercial goal is clear: start production on time and reach stable output without losing control of safety or quality.

The electrical organisation can easily receive attention too late. During construction, the project team appears to control everything. Near start of production, the future operator inherits installations, contractors, incomplete records and employees with very different qualifications. If this transition has not been designed, the factory may be technically complete but unfortunately organisational unready.

Electrical Responsibility Begins before Production Starts

The future operating model should be considered while the factory is still a project. Decisions made during design, procurement and installation affect how the plant can later be inspected, isolated, maintained and modified. Waiting until handover can leave the operator with procedures that do not fit the equipment or the workforce.

Construction and operation are not the same responsibility environment. During the project, an EPC or contractor may control parts of the installation. After handover, the German operating entity must have its own structure for safe use and work. The point at which control changes should be planned for each system, especially where partial handovers or early production are expected.

Management should determine early which internal functions are needed. Where the organisation cannot itself provide suitable electrical direction for a defined scope, an external VEFK / CRES may support an interim structure. This is effective only when the mandate, authority, access and interfaces are real. A name on an organisation chart is not an operating model.

Build the Organisation around the Actual Assets and Activities

The organisation should follow the factory, not a generic template. A site may include high voltage distribution, low voltage infrastructure, production machinery, laboratories, charging equipment, photovoltaic generation and a battery energy storage system. Each asset creates different activities and competence needs.

The task inventory should cover routine operation as well as maintenance, fault finding, testing, switching and modifications. It should identify work performed by employees and work retained by external contractors. It should also address activities near electrical installations, because non-electrical work can still create electrical danger.

Technical responsibility and decision authority must then be assigned. Who can approve changes to protection settings? Who controls access to substations? Who determines whether a defect permits restricted operation? Who verifies that a contractor is suitable for the assigned work? These questions turn a general organisation chart into a functional structure.

Develop Personnel and Qualification Structures

The factory needs the qualifications required by its tasks, not the largest possible number of certificates. Some employees may require competence as electrical specialists for a defined scope. Others may work as electrically instructed persons under specified conditions. Specialist activities involving high voltage vehicle systems, batteries, photovoltaic installations or live working require additional assessment and training.

Existing qualifications should be evaluated rather than ignored. International employees may bring strong education and experience. The employer must still confirm that their competence fits the equipment, task, procedures and German project context. Supplementary instruction or training can close a defined gap more effectively than repeating an entire career.

A Qualification Matrix should connect people, tasks and limits. It should distinguish training from authorisation and state where supervision is required. Competence must also be maintained. Changes in equipment, standards, work methods and responsibilities can alter what a person needs to know.

This approach reflects the wider TCS principle that qualification should support both safety and productive work; at the end of the day, safety is an important part of a bigger structure. Employees should understand what they can do, how they must do it and when a decision must be escalated.

Recruitment and development should follow the same structure. The factory may need a small number of people with broad electrical responsibility, several specialists for defined systems, and a wider group that receives electrical instruction for limited activities. This is usually more effective than assigning broad titles without considering the work behind them.

An interim model should have a planned destination. External technical support can stabilise commissioning and early operation while internal personnel gain the required knowledge and experience. The conditions for transferring responsibility should be defined from the beginning, including competence, authority, available procedures and evidence of practical involvement.

Move from Project Documentation to Operational Control

The operating organisation needs usable information, not merely a document archive. Before accepting systems, it should know the inspection status, open defects, protective settings, temporary measures and access restrictions. Drawings and manuals must correspond with the installed state.

Operational procedures should cover normal switching, isolation, maintenance, fault response, contractor control and emergencies. They must be accessible to the people expected to apply them. The factory also needs a process for modifications, because equipment and production requirements will continue to change after start up.

Contractors remain important during and after ramp up. The operator should define how they are selected, instructed, coordinated and released to work. Records should demonstrate qualification, authorisation, inspection and acceptance without creating a system that exists only for an audit.

Management also needs a review cycle. The organisation created for start of production should be checked after the first operating period. Early experience may show that responsibilities are too broad, procedures do not match maintenance reality, or important information remains with equipment suppliers. Correcting these findings is part of establishing the factory, not evidence that the original project failed.

The result is not simply a factory that has opened. It is a factory that can operate, maintain and improve its electrical systems with clear authority and reliable evidence.
